I think so! Urie’s never said it out loud, but I think it’s pretty evident that he cares about Mutsuki romantically.
“Mutsuki, let’s go home… together! For you I will…”
… ‘continue to fight’, is probably what he wanted to say.
We have never seen Mutsuki genuinely smiling in his current state. That is, unless Urie is picturing him that way. It’s not a memory– just something that he wants to see. He wants to see Mutsuki happy.
In the volume 7 omakes, Urie is stressing out over Mutsuki’s health during a game of Shiritori. In his head, he’s telling Mutsuki he should have some chocolate, throw a party with him, and that if he needs help with anything, all he needs to do is ask. Then he accidentally says out loud “what would I do if something bad happens?”
And, of course, when Mutsuki admits that he loves Haise…
imo that’s the face of a man who’s just had his heart scraped off the bottom of someone’s shoe.
I guess it could be read as friendship or familial love, but knowing Urie’s tight-lipped personality, I think these glimmers of seeing Mutsuki looking happy/beautiful and worrying about his well-being are huge neon sign that he loves him as more than just a friend.

And there’s the time after rushima when mutsuki wears a coat and urie goes “hmm a coat today. Coats are nice”
And thinks about mutsuki instead of the task at hand lol
